Construction Industry Council Approved Inspectors Register CICAIR
Construction Industry Council Approved Inspectors Register (CICAIR) was the previous registration system for approved inspectors run by the Construction Industry Council (CIC). The register was closed on October 1, 2024 and the term Approved Inspector replaced by the term Registered Building Control Approver (RBCA) with a new register managed by the Building Safety Regulator (BSR).
The changes were introduced as part of the Building Safety Act 2022, which aimed to improve competence, transparency, and accountability in the building control profession. The oversight for this being giving to BSR, initially as part of the Health and Safety Executive (HSE), then transitioned to the Ministry of Housing, Communities and Local Government (MHCLG) and to a new body created through the "The Building Safety Regulator (Establishment of New Body and Transfer of Functions etc.) Regulations 2026" presented to Parliament in November 2025, for implementation from 2026 on.
As a result of the changes in 2024, all Approved Inspectors must register as Registered Building Control Approvers (RBCAs) with the BSR from April 2024 to continue their work. Registered Building Control Approvers act independently of local authorities and offer an alternative route for building control approval, providing services to both commercial and residential construction projects. They assess plans, inspect construction works at various stages, and issue certificates of compliance upon satisfactory completion, a crucial role in facilitating the building approval process, offering expertise and efficiency while maintaining rigorous standards of safety and compliance with regulatory requirements, in tandem now with the role of BSR.
